Crusader® Employed To Improve Processing Times at County
Case Study 1: Re-Engineering of the Dept. of Planning and Land Use
The Problem
The San Diego County Board of Supervisors were going to vote on changes to the County’s Dept. of Planning and Land Use, a department that affects every single home built in the county. BIA San Diego wanted to make sure that processing times were reduced as part of the changes made, but without the support of some specific proposals, those reductions were in jeopardy.
Two supervisors had proposed recommendations that ensured a solid compromise among all concerned parties. We needed our industry to engage and let the other supervisors know how important the changes were to the industry.
The Solution - Crusader®
BIA San Diego employed Crusader® to reach constituents in the other three supervisorial
districts, urging them to support the amendments being proposed by Supervisors Roberts and Horn.
We explained the situation and asked them send pre-written letters urging the support of changes
that affect construction times and the cost of new homes.

BIASD explained that Supervisors Bill Horn and Ron Roberts had proposed changes that were a sound compromise between the needs of the regulated community and the county that must responsibly guide land use in the unincorporated areas. We also explained that this matter, if successful, would reducing processing times by 35% to 50%.
The Result
307 industry employees sent the letter and made a tangible difference. (see the letter) This public policy matter passed with a unanimous vote. Because of Crusader® registrant involvement, processing times will be reduced at the county department of planning and land use. This helps to deliver new homes more efficiently.
